Background

The Advisory Council for Expertise (CCE) operates under the umbrella of the Academy of Sciences of Moldova (ASM) and plays a key role in evaluating research projects, scientific initiatives, and national innovation policies. The absence of a dedicated digital platform limited the Council's ability to communicate effectively and ensure transparency in its expertise processes.

The Challenge

CCE required:

  • A dedicated website to publish updates and manage public communication
  • The ability to post calls for proposals, evaluation results, and official documents
  • Visibility for Council members and their fields of expertise
  • An easy-to-manage platform for non-technical administrative staff

The Solution

We developed a fully customized website using the Drupal 7 content management system (CMS), a secure and flexible open-source platform, well-suited for public institutions.

Key Features Delivered:

  • Home page with mission overview, latest news, and updates
  • Dedicated content type for calls for proposals and official announcements
  • Council members directory, organized by scientific domain
  • Online contact form and proposal submission feature
  • Role-based administrative interface for internal content management
  • Document library with PDF uploads and filtering options

  • Frontend: HTML5, CSS3, jQuery
  • Drupal Modules: Views, Webform, CKEditor, Entity Reference
  • Security: Drupal core updates, reCAPTCHA, role-based access control
  • Hosting: Deployed on the dedicated ASM server infrastructure

Results

  • The platform was successfully launched at https://cce.asm.md
  • Calls, documents, and results are now easily accessible to the public
  • ASM staff independently manage and update content via the admin panel
  • CCE enhanced transparency and institutional visibility within the scientific and public sectors

Impact

This project significantly improved scientific governance transparency and modernized digital communication for one of Moldova's key advisory bodies in research and innovation. The platform serves as a stable and scalable foundation for future enhancements and integrations.
